As part of its responsibility to administer the uniform commercial code (UCC), the Illinois secretary of state’s office files financing statements and maintains a record-keeping system to allow quick and accurate searches.

With identity theft and fraud on the rise, the agency wanted to protect the personal information of its filers. The archives had many filings in the system that contained sensitive information.

The agency wanted current filers to feel confident that information received by the office was safeguarded in every way conceivable. This meant that the Secretary of State would need to both redact historical documents along with new ones that were coming in the door.
