When the Colorado Secretary of State disabled web access to secured transaction records in early 2007, they had to go back to the “brick and mortar” way of doing business, which meant serving residents in person.
The office still had large numbers of records requests, but processing them manually was not as efficient. With a small staff trying to carry out the work, a noticeable backlog quickly developed and customer service suffered.
